Just out of curiosity. I was wondering if America's anti-drug policies during the Cold War were in response to a Soviet attitude.
In short, drug abuse was criminal offense in USSR since 1926. Depending on circumstances, jail time could be from several months to 3 years. Distribution was punished more than use.
