I am interested in looking up the citation that my grandfather received during WWII. He has never told me more than a few light details about his silver star, and refuses to explain deeper. Is there any system that will let me search by his name, or unit and look up the info that I want.

The sad fact is that the information might not even be out there anymore! In 1973, there was a fire that destroyed a huge chunk of WWII era records stored by the NPRC. I don't know if that would have included his Silver Star citation, but just be aware, it is possible his war records were part of what got burned.
However, even though you might hit a wall there, I highly recommend that you go to this site where you can request a copy of his service records. Its pretty straight forward.
The US government does maintain a public database of awards, but it only goes back to 9/11 right now, so that won't be of any use, but it looks like there are some third party databases out there mentioned by others which you should check out.
