What does it mean in the bible when it says "and they cast lots"?

It is used all the way from early in the Pentateuch but also all the way to the New Testament in Acts.

It means they used a game of chance to decide, as in they played a lottery. Today you'd hear the terms roll the dice, flip a coin, or draw straws to mean the same thing.
