Would any country alone had any change against Germany in 1938?

France had more and bigger tanks, a larger and more modern air force as well. They lost because politically no one would commit to fighting until it was way too late. Not to mention there were 3 different people nominally the head of the military and it was being run centrally from Paris. So, major so-and-so had to send back to Paris, via courier, to get permission to counterattack. Of course that's too slow.
