When did the concept of retirement surface? Has it always been around, or was it a new thing in the 20th century?

If you're talking about state funded pensions, those start in Germany in 1889 under Bismarck. It gave a kind of legitimacy to what was still quite a new government (Germany was unified in 1871) and was a great way to take some wind out of the socialists' sails. Before that time people would have had to rely on family, charities, insurance, or, further back, guilds if they could no longer work.
