Who controlled the Baltic during WW2?

Really, no one. The nature of submarine warfare basically meant that while there could certainly be craft in the water, they weren't ones that were effective at holding territory, nor projecting power. The Soviet navy was largely dated, and spent most of the war trapped in the docks between the U-boats and mines- I know one or two battleships were intentionally run aground to function as coastal batteries. The German navy was an expensive blunder- U boats excluded, sort of- that never really materialized any notable competition to the British naval dominance, and while the British ensured the Germans had nothing on the surface, they couldn't do much to root out German U-boats.
