How was Ireland governed pre Act of Union?

Ireland had its own Parliament before the Act of Union. it was comprised primarily of delegates from the Anglo-Irish ascendancy. The main problem with this Parliament was that legislation like Poyning's Law and the 1720 Declaratory Act asserted its subordination to the English and then British Parliament (essentially saying that Westminister could pass laws for the Irish Parliament like they did with the Westminster Cattle Acts of 1663 and 1667, and the Woollen Act of 1699). The 1720 Declaratory Act even took away the traditional right of the Irish House of Lords to serve as the final court of appeal in Irish law. The crown was represented by the Lord Lieutenant (generally a member of the aristocracy) with the bureaucracy headed by the Chief Secretary. Both of these offices came under the remit of the Home Secretary.
