I don't know what you mean by "nations." The term covers a lot of ground.

The HRE's claims outside of the immediate borders of the Empire, such as they were, were based of feudal ties, and therefore would change depending on the family of the elected emperor, etc. So, at various points it claimed suzerainty over Lombardy, Sicily, modern Austria, and so forth.
