Is the saying "history is written by the winners" correct?

I've seen some comments stating that "history is written by the winners" is a wrong statement and I wanted to ask the sophisticated part of reddit about it.

Is there historical evidence for the "losers" to be banned from writing history?

I know that short answers are hated here so I will post one example:

I don't see many Vietnamese authors which would be widely read in the West for obvious reasons such as censorship in Vietnam, relative obscurity of Vietnamese in the West. Also, this could be applied to a lot of postcolonial conflicts where the main books are/were written by Western journalists and historians.

  • Another intriguing example could be Polish 19th century history.

Poland at this time was under occupation of Prussia, Austria and Russia (nicknamed in Polish as "zabory"), yet there are Polish historians from this time who wrote about Polish history such as Szymon Askenazy or Joachim Lelewel (another case would be Cracow historical school vs Warsaw historical school but I don't have books nearby).
