I mean, is there a link to those two particular items and the Great Depression, or to scarcity in the Reconstruction-era? I've done survival kits before, and bread and milk aren't exactly on the top of my list for food to pack.

Up here at least there are still lingering memories of the Blizzard of '78, which is the last time grocery stores here actually shut en masse for a snowstorm. There doesn't seem to actually be any rhyme or reason to it on a broader scale - it doesn't even make sense on a limited one.
