I don't know about Albania, but in Europe in general, the nationality of the monarch mattered little for most of the modern era. When the proposition to make Finland a monarchy stood, Prince Frederick Charles of Hesse (German) was supposed to become the new monarch. In general, you wanted a monarch with as noble past and standing as you could get, preferrably a prince. Princes are rare in smaller countries.
