Hi. I'm removing this as it's doubly a "what if" question: it presupposes two conditions that never actually happened, i.e. (a) nukes never existed, and (b) the USA and USSR were at war. We don't allow counterfactual questions, because they expressly deal with things that didn't happen, and because they require speculation.
