Just letting you know, this question falls under the category of poll-type questions, which are against the rules of this subreddit. Furthermore, just for extra clarification, historians find it essentially impossible to classify "good" or "evil," as both of those terms are highly subjective. What would you classify as good or evil? Why? Modern morality, or the standards of the time? Why would you use the one you used?
Sorry mate - it's just an impossible question. However, asking "Was the Roman Empire comparable to a modern day dictatorship?" would be perfectly acceptable :) Just keep the good/evil bit out and remember that, when viewing the past, it's always best to try to do it with an unbiased lens.
