Why did the Soviets mistreat the Jewish people in Russia during and after the Russian revolution?

I'm a bit confused by your examples. It was past Tsarist governments that were keen of Jews being placed in designated settlements, I'm not aware of any Soviet equivilent.

Birobidzhan, or more specifically a Jewish national territory was actually campaigned for by Soviet Jews rather being something imposed of them. See for example Abraham Bragin in the early 1920s. Now, they didn't have Birobidzhan in mind, but getting a chunk of Ukraine in the former Pale of Settlement area wasn't really a realistic idea either. Further the Soviets were not forcing people to move to Birobidzhan, its population was never huge even at its height. Birobidzhan wasn't the most hospitable place in the world, but it wasn't a concentration camp or something.
