Short of sifting through municipal ordinances going back to the earliest days of the city, it's not really possible to tell. Such laws tend to be very common, even near universal in populated areas.
That said, there are a number of different ways that shell casing could have wound up in your backyard. If you want to post a picture of the base and a profile picture, might be able to narrow it's age down for you.
