In I, Claudius theres a scene in which Tiberius and the senate openly discuss whether to continue the new monarchy or not. Did this actually take place?

If I can add on to the question. There is also a scene where it discusses how Augustus manipulates the senate by telling them that he wants something done when he really doesn't and then tells them that he doesn't want something done when he does, knowing that they'll do the opposite of what he says.

Is there any truth to this and would he have had to manipulate the senate early on in his rule?
