Not a direct answer to your question but I do know why it isnt orange now. The orange-white-blue (the Prince's flag) was used by the NSB in the 1930's and after the German invasion they collaborated with the Nazis. So you can Imagine that the orange flag is less popular now and it will take some time before the Dutch can discuss if the orange color can return in the flag.
