In my grandfather's wallet I found this photo (http://imgur.com/hN7lnND) among 1950s era photos of his kids. He was a Los Angeles local. That looks like the presidential seal to me, so I'm wondering who that might be behind the podium. Any thoughts?
Well, one thing, that is definitely not Los Angeles. It actually looks like a young Jimmy Hoffa to me in the picture but I'm not a historian so I don't know for sure.
They do look similar, but I'm afraid that's not actually the Presidential seal. The President's seal looks more like this. The emblem in your picture is actually the national coat of arms--note the different cloud/stars design over the eagle's head, and the different shape of the shield and Latin motto banner.
The coat of arms is part of the Great Seal of the United States (the Presidential seal is actually based on the Great Seal, as is probably obvious comparing them).
The coat of arms was and is used for all sorts of 'official' events and functions, not necessarily having anything to do with the President. I don't recognize at first glance anybody in your picture, but I will keep digging a bit.
