I'm not sure that this is the document you are looking for, but here (PDF file) you can find recently declassified document which provides some assumptions made yet in 1945 (by September 15th) of how many atomic bombs required for the war with Russia.

I've seen Warsaw Pact plans for this in the 1960s, but not NATO. I've seen US plans for the late 1950s (the 1958 SAC film "The Power of Decision" features a fairly detailed war plan, you can find it on archive.org).
The National Security Archive at GWU has a lot of this kind of stuff on its website. This page in particular might be have what you are looking for; search around their site (or e-mail their historians) and you should probably be able to find it, if it exists.
