It wasn't really any different to World War One, or other wars. Military commanders didn't agree with their enemies on where to fight, they had invasion or defense plans, and intelligence on their enemies and with that they make their decision on where to march their armies. Sometimes they encountered them where they were expected, sometimes taken by surprise.
