If you had actually read the more than hundred of pages of documents, you'd realize that it's essentially a compilation done by the FBI of all the reports sent in to them during and after the war from normal everyday people who claims to have seen Adolf Hitler in the flesh. Amongst them is of course the example you mention that Adolf Hitler escaped to Argentina via submarine but there are also claims that Hitler escaped to Spain, that he escaped to Switzerland, that he escaped to Brazil, that someone shared a table with Adolf Hitler in New York Ctiy, that an old lady has him as a guest at a rooming house etc.

Essentially, nothing more than the classic 'Elvis sightings'.
