I'd say that they are probably Serbian ww1 generals.
The colour is wrong for Austrian uniforms, which were light blue during the early days of ww1. The memorial behind the man to the back have cyrillic letters and the year 1914.
The man to the back is probably Radomir Putnik. Putnik was the commander in chief of the Serb army 1914.
From left to right in the front row are probably the four Vojvodas, or Generals, of the Serb army 1914.
