The Americans had outdated nuclear weapons stationed in Turkey, which they shipped off six months after the crisis in exchange for the removal of Soviet missiles from Cuba.

It was 'secret' in that only Khrushchev's closest allies within the Kremlin would be allowed to know about the removal of missiles from Turkey and no record of the exchange would be kept, in order for the Americans to save face and sustain a level of plausible deniability.
