When the U.N. Security Council was formed, were there any consideration as to what would happen if a permanent member is the aggressor in a conflict?

The language in the United Nations Charter provides such that a party to a dispute (that is, one of the nations in a conflict) may participate in discussion on their dispute but may not vote on the matter. So if the Security Council were to vote on condemning Russia for their actions with respect to Ukraine at present, the delegate from Russia would be forced to abstain.
