In Germany? Almost, but it's connotation is not quite as bad as the swastika's. As the Balkenkreuz is often used by neo-Nazis as a substitute for the banned swastika (e.g. in the Reichskriegsflagge ), many people associate it immediately with National Socialism.

I think this is a question more suited for the social sciences, not history. Any negative connotation that this symbol might have at the moment is not history, but social science. If you have any questions about the symbol and its use, then this might be the right address.
