The answer to these two are the same the Panzer VIII which was called the Maus (Mouse). It weighed 188 Tons, averaged around 9ish inches of armor to a maximum of 18 on the mantlet, packed a 128mm cannon and a 75mm cannon and moved at a maximum of 13km/h.

Tactically it was a bust and they only made 2 of them but they exist. One was turretless the other damaged, the remains were cobbled together by the Soviets to make an exhibit. For all practical reasons the Tiger II was the biggest tank.

These were the big four Allied heavy tanks. The American's didn't put a lot of faith in the heavy tank concept preferring 20-30 ton vehicles, they only built a handful. The Soviet Union built more heavy tanks than any other power. Their KV Tank originally an all around strong tank its 76mm gun was soon found lacking in the arms race leading to the 122mm armed IS Tanks. The British Churchill Tank concept was basically a big mobile pillbox to follow the infantry, it would be armed with machine guns and all manner of main weapons in the turret and sometimes in the forward hull as well, 40mm guns, 57mm guns, 75mm guns, 3" and 95mm howitzers and even flamethrowers.

Some tanks which were in development had the strongest guns. In regards to tank/td which really saw combat i think the Jagdtiger had the most powerful gun. It was equiped with the 128 mm Pak

Was the Tiger 2 the strongest German tank?

Strong is relative in many aspects. What is the intended role? Anti tank duties? Infantry support? Breakthrough? In which period of time? Given the different times, i would argue the Tiger was the strongest tank of the Wehrmacht. When he appeared on the battlefield there was nothing comparable and it was pretty much impossible to destroy them with tanks or anti tank guns. When the Tiger II was introduced it didn't have the same big advantage over the allied tanks as the Tiger I in 43.
