The video thing most closely resembles what we recognise as a 'solar wheel'. This symbol is very common in European Bronze Age art, particularly roughly 1600-800 BC, and is not 'viking' per se. It is often used by people for its 'germanic association' (perhaps as a substitute for the swastika, also a form of solar wheel), and as such is also used by white pride organisations. In a Viking context, a cross within a circle mostly references the christian cross, and while cross-in-circle motives can also be used by pagans ignorant (or despite of) the christian association, it is much more common on Continental or Insular art (as in the form of the Dorestad fibula, or as a Celtic cross).
