The UN Mandate that authorized intervention in Korea - and the Truman Doctrine of Containment itself - explicitly did not seek a rollback of communist held areas. While hawkish military brass like MacArthur desired a decisive victory over North Korea, Truman and the UN Mandate only set a "Limited War" objective of pushing the DPRK out of South Korea.
