I'm just wondering why it was deemed to be necessary, didn't they have volunteer police forces? Why would the government decide they wanted to pay for a police force?
Sir Robert Peel created the Metropolitan police in 1829 (not 1929 - I assume a typo). He had previously, 1814, established the Royal Irish Constabulary. So, he was a serial creator of police forces.
The Metropolitan Police incorporated the previously formed Marine Police Force (which had operated on the river Thames since 1798) and the Bow Street Horse patrol which was formed in 1805. This, in turn was descended from the Bow Street Runners, London's first professional police force, founded in 1749, and paid for from government funds by the Bow Street magistrates office. The Bow Street runners were disbanded in 1839, and never incorporated into the Metripolitan Police.
So, the precursors to Sir Robert's Bobbys were not volunteer police forces, but previous professional bodies.
