It's a quote I remember from a History Channel special (back when they almost meant something). The quote itself was along the lines of "Where a British soldier or French soldier will get in line when told to, the American soldier will ask why"

I believe you're referring to the series "The Revolution" that still airs occasionally. In the episode that covers Valley Forge this quote is attributed to Baron Friedrich Wilhelm von Steuben. He was a former German general that offered his services to George Washington during the stay at Valley Forge. Wilhelm assisted substantially in the transformation of the army into a professional force.
