Why is Japan not considered one if the four Asian Tigers?

Why aren't they included with, Taiwan (ROC), Singapore, South Korea, and Hong Kong?

This is because the term was coined in the late 60's to denote the newly industrialised countries (NICs) which had begun to emerge in East Asia. Japan, at this point, was already advanced industrially. In fact, if I can recall correctly, Japan had already overtaken the Soviet Union as the world's second largest economy (or had come close to doing so).
