Is there a moral sentiment expressed or normative statement made in the bible that was novel at the time of publishing?

To clarify, I mean to inquire whether any of the many proscriptions and declarations made within the bible are the first known derivation within the historical record. I mean only moral statements not historical events or other such.

I'm not entirely sure what you're asking, but we can resolve that in due time.

First: what do you mean by "published"? The books we now call the Bible were written over a period of almost a thousand years in several languages. The modern canon only took form after 300, and the Bible did not circulate as a single book before the 13th century.

Joshua Berman argues in Created Equal that egalitarianism runs through the Pentateuch (politics, slavery, economics etc.,) which runs counter to the ANE world.

Alvin Schmidt has a much more populist book here but I haven't read it, but appears to cover the NT era
