I'd suggest a book by Jean-Christian Petitfils, he is a good French historian, very good when it comes to Kings.

However, I tried to see if his books had been translated in English and I found this : http://www.goodreads.com/book/show/18956227-louis-xiii

It says :" edition language English " but I am not sure if it is in English.
