Why isn't China socialist in the traditional welfare state and pro-employee sense?

How was communism justified when the popular aspects of socialism, such as free healthcare, generous welfare benefits, pro-employee labour laws were (partly) enshrined into law in the soviet bloc, and not in China?

Wasn't it odd that the movement of returning power to the workers didn't result in higher living standards for the weak and poor?

Deng Xipang ruled China after Mao, he reformed many aspects of the country making it more free market and opened up the country. He was a Chinese Khruschev basically, only to a even greater extent (and a lesser extent as well). He did reform the country more, but he didn't smear Mao anywhere near as extreme that Khruschev did Stalin. However he did soften the communism more than Khruschev, he did it to a point where the economic side of things were basically capitalist.
