The Stalin plans and WWII for better or for worse industrialized the Soviet Union. I'd say for worse because Soviet industrialization was particularly tragic and horrific, compared to the English or American experience, having happened at a more rapid pace and having been motivated by the irresistible weight of the state.

Many of the Soviet industries were relocated eastward as the invading Wehrmacht moved into Soviet territory. Factories and tooling were moved eastward out of the reach of the Germans. (who only had Stukas and Heinkel 111s--both with short range) This allowed the Soviets to rebuild their armies and society relatively quickly.

As far as GDP goes, the United States bounced much faster than the Soviets after WWII. A large part of this had to do with the fact that the United States wasn't physically invaded and despoiled by a foreign power. According to the finding of Harrison, the Soviets lost 34% of their GDP between 1940 and 1942.
