Why did many dictatorships bother with elections that would have one name on the ballot with the dictator receiving 99.99% of the vote?

Stamp of legitimacy.

A dictatorship isn't a legit government in of its self, but a "republic" or "democracy" where the president has been givin extra powers and authority to overcome challenges and problems( or shits and giggles)

If a dictator wants to have not to hold fake elections but hold all power, he would have to change the system of government to an absolute monarchy to have any kind of legitimacy
