From my understanding someone of nobility in 13th century England would not use a longbow, whilst it was a requirement for samurai (who I understand are the noble class of fighters) during 12th-15th century to use a bow.
The samurai were mounted warriors originally. So it was all about using the long bow on horseback (while wearing armor). This is not a skill that a peasant can pick up easily. Also you need to be wealthy enough to be able to afford to keep your own horse.
English and Welsh bowmen fired their long bows on foot. No horses were required.
Both groups used long bows, but one group fired them on horseback and the other group fired them on foot. That's the difference.
