I saw it on /r/mapporn a few days ago.
This is a dutch ww1 propaganda map. Why each country is represented the way it is? I find it really interesting and unique.
For those that can't read Dutch. The caption on the bottom reads "The madhouse (old song, new tune)". I suppose the artist's point was that nothing much had changed in Europe, everyone was fighting, just with new weapons and in a new configuration.
Also, note the gun in the Netherlands' hand, possibly denoting armed neutrality.

EDIT: Project Guthenberg has a book with a collection of his work here, with English explanations. No maps though.
It sounds like a lot of fun to go over the map and provide interpretations for it, but I don't think /r/AskHistorians likes that type of information...
However, if you just Google the author of the map (Louis Raemaekers) you can find some of his works online here. More specifically, Raesmakers' Cartoon History of the War, volumes I - III. If you're looking to get an insight in how the author envisioned the world during that period, this would be a pretty good place to start.
