Why did the Soviets never occupy part of Japan after WW2? How would it have affected Japan if they did?

The soviets did occupy parts of the kurile islands that Russia had acknowledged as part of Japan in a 1855 treaty.

The islands were inhabited by Japanese people when the Soviets invaded in August 1945. They were forced out of their homes and replaced with Russian settlers.
