Can't remember title and author of historic book teaching you to think for yourself and step on others to help yourself if you have to

Sorry if this isn't the right place for this question or there isn't enough information but it was a book telling you to do what's best for you and hurry others if you have to our something like that. I want to say it is French and possibly Voltaire but I couldn't find it. If anyone can make sense of this it would be nice for help. Thanks.

While The Prince may be the book in question, it does not, by any means, say what you are implying it says. The ruler must not do whatever he wants, but is required and expected to do what is best in order to preserve the state, even if it is not morally acceptable. The ruler who does only what he pleases is basically just insane.
