No. The article is talking about after the freeing of certain slaves and when it became legal to own them. There was another article posted recently on another sub that clarified this too. People used to have slaves already and iirc, the bloke in question was one too. once freed, the slaves were given land and slaves themselves. That's how he got his slaves but no he wasn't the first to have a slave in America.
