Why does Pakistan have a problem of civilian-military power struggle while no other country in South Asia does?

One of the reason why India didn't had this problem while pakistan had is because the state of Punjab was the biggest military powerhouse of British raj. Upon division of india the bigger part of punjab went to the smaller pakistan while much bigger India got the smaller punjab. So pakistan was military dominant right from the start. The military leaders in pakistan didn't trust the bureaucracy of pakistan I suppose and thought that they should run the things themselves, there wasn't much respect for civil services people, also after zinnah's death in 1948 there wasn't really any good enough leader that'd propagate pakistan towards democracy.
