I think you are looking for the Parthian empire, followed by the Sasanian Empire, which ruled a territory somewhat comparable to Rome, and regularly contested Roman military might along Rome's Eastern borders. In later antiquity the Parthians and then the Sasanians made considerable inroads along Syria, Palestinia, Aegyptus. They were easily an equal to Rome at its height.
