I'd like to try to answer your question, as this is an area that I study and find immensely interesting. However, to do so I'll have to clarify part of your question- do you mean Greek ruled Indian states after Alexander? Or do you mean the states in the area prior to Alexander conquering them? And what Republics are you referring to? I'm not aware of any states in either of those two periods which lack a monarch.
