In the A Song of Ice and Fire books, by George R. R. Martin, one culture has been ruling another for at least 2,000 years, but the subjugated culture still thrives. Has this happened in real life?

No. The idea of a culture or world existing effectively in stasis for thousands of years is one of the major, repeated problems with the fantasy genre in general. Think about it for a second: two thousand years ago, Augustus was still alive and Jesus was a teenager.
