Commencing at the close of World War 2 the United States (later including the CIA) sporadically funded research into 'remote viewing' as part of broader studies of parapsychology. The investigations would ultimately be drawn into the 'Stargate Project', which examined the legitimacy and usability of psychic abilities for surveillance and defense. A paper written by Edwin C. May titled 'The American Institutes for Research Review of the Department of Defense's STAR GATE Program: A Commentary' refers to a one Joseph McMoneagle who, in 1984, received a Legion of Merit for information allegedly gathered via remote viewing techniques from 1978-1984.

The CIA would later have the American Institute for Research retrospectively evaluate the results of remote viewing investigations, concluding that no usable information was ever actually gained from the project(s).
