Why were africans in roman empires during their reign?

Can you clarify what you mean by african? The modern use of the term is much different from Roman use.

To the Romans, Africa was a province created from lands formerly held by Carthage. It extended inland to the desert, and was usually bordered by Libya in the east, and Mauritania in the west, the exact boundaries varying over the centuries

Keep in mind that Scipio Africanus (Scipio the African) was not actually from Africa. He was born in Rome, but gained fame in the wars against Carthage. "African" might not always mean a native of Africa.
