Can someone give me some context on this Napoleon quote?

My favorite Napoleon quote is this one:

"You cannot stop me, I spend 30,000 men a month."

I'm just curious as to what the context of this quote is. Where was he/who was he talking too. Can anyone help me out with this?

"You cannot stop me," he warned the Austrian statesman Metternich, "I can spend 30,000 men a month". During the Napoleonic wars. One of Napoleon's major adversaries was Metternich. Metternich later restored Europe to "pre Napoleon" boundaries and systems during the congress of Vienna.
