The targeting of civilians wasn't something new at the point. The Allies had firebombed Dresden, and the London blitz obviously was an attack on civilian targets. In the end, the destruction of conventional bombing campaigns far outstripped the damage of two bombs, it seemed to be regarded at the time, as merely another weapon in the American arsenal, as opposed to the doomsday weapon status it holds in contemporary thought.
