A little bit, yes. One of Khrushchev's main policies after his power-struggle, was to improve the living standards of the average Russian. This was mainly because he realised that standards in the USSR were appalling compared to those of western countries. Consumer goods were made much more widely available in the USSR under Khrushchev. Per 1000 citizens, in 1955, there were only 4 refrigerators, which rose to 40 by 1966. In the same period, Television sets rose from 4-80.

These statistics only show that basic consumer products were focused on by Khrushchev. That said, the fact that Khrushchev also brought about a period of de-stalinization likely helped in improving living standards. Terror was not used so liberally by the state for control.
